BCAP is a Not-For-Profit group who's aim is to bring together a wide cross section of community, arts, local government and business groups in the Dandenong Ranges. Its original vision was t"to create appealing local places where groups and individuals join together to celebrate their unique and diverse creative expression through exciting and uplifting festivities".  In 2008, the vision was simplified to "Celebrating Creativity".

BCAP's projects are all about getting involved, from individuals and families, to schools and organisations - working together to create in our community.  The Belgrave Winter Solstice Lantern Parade is one of the main activities organised through BCAP.

The goals of Belgrave Community Arts Partnership are:

	to join with the community to bring all local groups and networks together through the Arts to create connection unity healing and friendship.
	to enliven Belgrave by bringing the arts, culture and visual excitement to the town and thus develop community pride and ownership of the town.
	to have a clear vision,  good communication strategies,  good organisation and structures for the  team.
